The Planning and Zoning Commission upon receipt of the application and copies of the preliminary plat may request the City Engineer to review the plat and preliminary construction plans for any proposed improvements. Upon receipt of the engineer’s advice and recommendations, the Commission shall check the plat for its conformity with the City Plan and ordinances and the principles, standards and requirements set forth in these regulations. Within 45 days of receipt of the plat, the Commission shall forward its report and recommendation regarding the plat to the Council. Its recommendation shall be:
1. Approval of the plat as presented;
2. Approval of the plat with modifications, the reasons for which shall be set forth in writing to the Council with a copy of the report and recommendations sent to the applicant; or
3. Disapproval of the plat, with reasons in writing to the Council and applicant.
