The rules, standards, and conditions governing plats and subdivision of land and requirements for approval of the same contained in this Ordinance shall apply to all land within the City and, in accordance with Section 354.9 of the Code of Iowa, to all land located within two (2) miles of the municipal boundaries of the City which is not within the boundaries of another municipality. In the event of overlapping jurisdiction within such two-mile limit, jurisdiction and review herein shall not extend to land, plats or subdivision approval within the exclusive jurisdiction of another city pursuant to a valid agreement established between the City and such other city under Chapter 28E of the Code of Iowa.
