165.14 SU SPECIFIC USE DISTRICTS - DEFINITIONS.
1.   Purpose. The Specific Use District category is established to provide for the orderly, planned development of two unique, large institutional entities that reside in the City of West Burlington – a community college, and a regional hospital. These two long-established institutions serve a population which extends far beyond the borders of West Burlington. They are also quasi-public entities which serve a distinct and valuable function for the residents of the region. Hence, they shall each be allowed special discretion over the internal land use of their properties, which is largely exempt from the standard regulations present in other Districts, yet still beholden to the basic requirements for protecting adjacent properties from adverse impacts.
2.   List of Districts. The following Specific Use Districts are hereby established and defined:
   A.   SU-CC COMMUNITY COLLEGE DISTRICT
      (1)   Purpose. This District is intended to help guide the future development and expansion of Southeastern Community College, as well as the Des Moines County Fairgrounds, whose facilities share the property.
   B.   SU-MC MEDICAL CENTER DISTRICT
      (1)   Purpose. This District is intended to help guide the future development and expansion of the Great River Medical Center, a large regional hospital campus. The District contains agricultural lands owned by the Medical Center, which are intended for future, orderly development that is complementary to the hospital facility.
