§ 34.19 EXPENDITURES FOR THE PURCHASE OF COFFEE, MEALS, NON-ALCOHOLIC REFRESHMENTS AND OTHER AMENITIES FOR MUNICIPAL EMPLOYEES.
   (A)   The expenditure of village public funds for the purchase of alcoholic refreshments is prohibited.
   (B)   The expenditure of village public funds for the purchase of coffee, meals, nonalcoholic refreshments and other amenities (such as flowers, token retirement gifts, meritorious service awards, and meal related paper or plastic products) is prohibited, unless it is pre-approved by the Village Council by motion at a regular or special meeting of said legislative body.
   (C)   The Village Administrator and Village Fiscal Officer are authorized to adopt a written form for an applicant to fill out and file with the Village Fiscal Officer seeking Village Council approval of a request to expend village public funds under division (B) of this section. The form shall contain the following minimum information before it is placed before the Village Council for their consideration:
      (1)   The maximum amount of public funds to be expended;
      (2)   An itemized list of the items to be purchased; and
      (3)   The public purpose behind the expenditure of public funds.
