(A) Effective September 1, 1994, no person shall ride a horse, mule or other animal on any street or alley in the village, or on any property owned or leased by the village, without a permit therefor issued by the Fiscal Officer after approval from Council.
(B) Any person desiring a permit so as to not violate division (A) of this section shall appear before Council and request a permit in writing. The written request shall describe the time, location and nature of the request, and Council shall grant or deny the request based on whether the proposal will adversely affect the health, safety, morals and welfare of the citizens. There shall be no fee for the written request, and if approved, the Fiscal Officer shall issue a written permit under such terms as Council prescribes.
(C) Whoever violates division (A) of this section is guilty of a minor misdemeanor.
(D) Whoever exceeds the scope of any permit issued under division (B) of this section shall be deemed to have violated division (A) of this section.
(E) This section shall be an additional regulation to those already in law at this time.
(F) This section shall not apply to village or other police officers acting in the scope of their official police functions.
