(A) No horse, mule or other animal shall be ridden in the village by more than one person riding at one time. Any such horse, mule or other animal being ridden shall be saddled and bridled. Saddles shall have stirrups and bridles shall be fitted with strong reins and a workable bit in place.
(B) No juvenile under the age of 14 years shall be permitted to ride a horse, mule or any other animal, unless accompanied by a responsible adult. Such adult may lead the animal or otherwise accompany such juvenile, but shall not ride double with such juvenile.
(C) No person, while riding a bicycle, skateboard, scooter, roller skates or any other like means of locomotion, shall hang onto the saddle or other trappings or any part of a horse, mule or other animal when such animal is in motion.
(D) Any person failing to comply with any part of this section may be ordered to dismount any horse, mule or other animal he or she may be riding and required to lead such animal out of the corporation limits of the village. In addition, whoever violates this section is guilty of a minor misdemeanor.
