§ 452.16   WAIVER.
   (a)   Any person charged with a violation of any parking offense as contained in this chapter, for which no penalty is otherwise expressly provided, shall pay a fine of twenty-five dollars ($25.00) for each separate offense. Whoever violates any provision of this chapter and fails to submit payment of the prescribed fine within 30 days from and after the date on which a parking citation was issued shall pay a fine of fifty dollars ($50.00).  Whoever is found guilty of violating the overtime parking provisions set forth in § 454.05 shall pay a fine of three dollars ($3.00) with the fine to increase to five dollars ($5.00) unless paid within 72 hours from and after the time the ticket was issued.  Whoever violates any provision of this chapter or § 454.05 and fails to submit payment of the prescribed fine within 60 days from and after the date on which the parking citation was issued shall be guilty of a minor misdemeanor, with the issuance of a Uniform Traffic Ticket and subject to the penalty provided in § 408.01 and § 408.02.
   (b)   Payment of the prescribed fine may be made in the manner prescribed on the issued traffic/parking citation.  Such payment shall be deemed a plea of guilty, waiver of court appearance and acknowledgment of conviction of the alleged offense and may be accepted in full satisfaction of the prescribed penalty for such alleged violation.  Payment of the prescribed fine need not be accepted when laws prescribe that a certain number of such offenses shall require court appearance.
