§ 31.015 OFFICE SECRETARY.
   (A)   Establishment of position; appointment. There is hereby established in and for the village the position of Office Secretary, which position shall be a part of and within the executive branch of the village government. The Office Secretary shall be appointed by the Mayor with the advice and consent of Council.
   (B)   Duties. The general job description of the position of Office Secretary shall be as follows: the Office Secretary shall perform general office duties as directed by the Mayor and the Fiscal Officer.
   (C)   Supervision by Mayor; eligibility of Fiscal Officer to serve; conflicts of interest. The Office Secretary shall be under the supervision of the Mayor. The Fiscal Officer shall be eligible to apply for and be appointed to the position of Office Secretary. If the Fiscal Officer holds the position of Office Secretary, and a conflict of interest develops between the two functions or roles, the Fiscal Officer is expected to perform the functions of a Fiscal Officer and advise the Mayor of the conflict. The Mayor or other appropriate village personnel will then need to perform the other functions in conflict.
   (D)   Office hours; compensation; benefits.
      (1)   The Office Secretary shall maintain office hours for 30 hours per week. Office hours shall be set by the Mayor and posted for the public.
      (2)   (a)   All full-time and permanent part- time employees will be granted paid vacation leave annually according to the following provisions:

         (b)   Vacation days cannot be carried over from one year to the next. They must be used within a one-year period.
         (c)   Vacation will be granted at the discretion of the department head.
         (d)   All full-time and permanent part-time employees are eligible for paid holidays which include the following:

Labor Day
Martin Luther King Day
Columbus Day
President’s Day
Veteran’s Day
Memorial Day
Thanksgiving
Independence Day
Christmas
 
      (3)   The wage scale, fringe benefits (if any), and payment or non-payment of the above vacation time period shall be set by Council by motion, per its annual appropriation measure, per its annual pay scale ordinance, or by other applicable law.
   (E)   Supervision may be delegated to Fiscal Officer. Whenever appropriate, the Mayor may delegate supervisory duties over the Office Secretary to the Fiscal Officer; however, the ultimate supervisory authority over the Office Secretary shall be the Mayor.
