The owner of private property which is served by the sewerage system by pipes connected to the system and plant to convey sanitary sewerage therefrom shall, as well as the lessee of the premises, be liable to the village for all sanitary sewer charges furnished by such system to such premises. Where sewer service charges are not paid, the village shall have the right to shut off the water supply, or to remove or close sewer connections, or both, until payments are made.
