§ 51.03 PROHIBITED PRACTICES.
   (A)   No person shall retain on his or her premises garbage or waste for a longer period of time than ten days or retain the same for more than 12 hours unless enclosed in a watertight tightly covered container. If plastic bags are utilized for trash or garbage containment, it will be the responsibility of the property owner to see that each is tied securely and free of holes or tears through which garbage might escape.
   (B)   No person shall throw garbage, trash or refuse into any stream flowing through the village or into the banks thereof, or onto any public property or property owned by others.
   (C)   No person shall burn upon his or her premises or the public ways any refuse, trash, garbage or debris of any kind.
   (D)   No person who is not a resident of the village shall deposit or cause to be deposited garbage, trash or refuse within the village for pick-up by the village trash removal operations or by the franchise holder. No person shall bring into the village, or allow any other person to bring into the village, garbage, trash or refuse for pick-up by the village trash removal operations or by the franchise holder.
