§ 38.09 PUBLIC RECORDS.
   (A)   The village recognizes the importance of the availability of its public records for inspection and copying, and hereby adopts the regulations to comply with R.C. Chapter 149 and other applicable law.
   (B)   Attached as Exhibit “A” to Ordinance No. 738, passed March 17, 2008, is a model policy for public records. Council herein adopts this policy for all village offices, departments, boards and official village record keepers, and authorizes the Mayor to amend it from time to time so that it continues to match any changes made to said model policy by the state or so that it otherwise complies with Ohio law.
   (C)   The availability of all village public records shall be requested from and coordinated through the Village Clerk, who in turn shall work with the appropriate village officials and/or employees in complying with this section and Ohio public records law.
   (D)   The Village Clerk shall do the following with the attached Exhibit “A” public records policy and any future amendments thereto:
      (1)   Acknowledge receipt of said public records policy;
      (2)   Create a poster(s) and attach said public records policy to said poster(s);
      (3)   Post the poster(s) in a conspicuous place in all locations or offices in the village where public records are located;
      (4)   Post said public records policy on the village internet web site, if any; and
      (5)   Work with appropriate village officials to have said public records policy made a part of employee manuals or handbooks, if any.
   (E)   A Village Records Commission is hereby created and/or reestablished pursuant to R.C. § 149.39 and other applicable law, and its membership, powers, duties and functions shall be as described therein. Any Commission member may serve as a designee of any village official for purposes of education or other training seminars mandated by Ohio law regarding public records.
