Every owner of a tree or shrub overhanging a street or right-of-way within the village shall prune the branches of such tree or shrub so that such branches do not obstruct the view of any intersection of streets or other rights-of-way so that there is a clear space of eight feet above the surface of a sidewalk or of the ground and a clear space of 12 feet above that portion of the street, alley or other right-of-way used for vehicular traffic. The owner of the trees or shrubs shall remove all dead, diseased or dangerous trees or broken or decayed limbs, which constitute a menace to the safety of the public. The village, after a property owner has been given a notice of visibility interference and seven days in which to correct the problem, shall have the right to prune any tree or shrub on private property when it interferes with the visibility of any traffic control device or sign.
