Essential services shall be allowed in any zoning district insofar as permitted, authorized or regulated by law or other ordinance. Buildings required in conjunction with an essential service may be permitted in any zoning distinct after the Village Planning Commission takes into consideration the location, size, use and effect such building will have on the adjacent land and buildings.
