Except as herein provided, no building or structure shall be erected, converted, enlarged, reconstructed, moved or structurally altered, nor shall any building, structure or land be used, nor shall any excavation or fill be made;
(A) Except for any purpose expressly permitted or conditionally permitted in the zoning district in which such building or structure or land is located;
(B) Except in conformance to the minimum development standards established for the zoning district in which such building or structure or use is located;
(C) Except in conformance to the supplementary regulations within these zoning regulations pertaining to such building or structure or use;
(D) Except in conformance to the off-street parking, loading and waiting space regulations of the district in which such building or structure or use is located;
(E) Except in conformance to the sign regulations of the district in which such building or structure or use is located; and
(F) Except in conformance to the nonconforming use, structure, and lot regulations of these zoning regulations.
