It shall be the duty of the fire chief, the fire marshal and any police officer of the city who shall find in any building or upon any premises any combustible or explosive matter, dangerous accumulations, rubbish, wastepaper, boxes, shavings, unnecessary accumulations or other inflammable material especially liable to fire, to order and require the removal of such objectionable material without delay.
