(A) There is hereby organized and established a volunteer fire department for the city to be known as the fire department of the city of Wendell, Idaho.
(B) The number of active members of the fire department shall be not more than thirty (30), nor less than ten (10), all of whom shall be over the age of eighteen (18) years, and shall be a person of good physique, free from disease and of good moral character; provided, that no more than twenty (20) of such members obligated to pay domestic water bills to the city shall be admitted as members of such department.
