Every occupant or person in charge of any residence, building or business house, whether such occupant be owner or tenant, shall pay for said service such sums per month per water meter as may, from time to time, be fixed by resolution of the city council. For convenience and as a matter of economy in operation, bills for said service shall be submitted with the bills for service charges of water and sewer and all three (3) of said service charges shall be paid as a unit 1 .
