(A) The city, its duly authorized agents, contractors, servants, employees or licensees shall have the exclusive right to gather and collect garbage and rubbish within the city, and it shall be unlawful for any person, except as otherwise provided in this chapter, to collect or gather garbage and/or rubbish within the city.
(B) It shall be unlawful for any person, other than the city, its agents and employees, or a person holding a permit or license issued by the city for such purpose, to collect or convey, through, over or upon any street or alley within the city, any garbage. (Ord. 197, 12-21-1962)
