2-5-6: RULES AND REGULATIONS:

The board shall make and revise, when necessary, rules and regulations related to its organization, subcommittees, if any, and procedures; provided, said rules and regulations shall be consistent with the ordinances of the city, the laws of the state of Utah and shall be approved by the city council.
