2-5-5: AUTHORITY OF THE BOARD:
   A.   City staff shall be administratively responsible for implementing the policies and programs recommended by the board, but only if approved by the city council. All such policies, upon recommendation for approval by the board, shall be referred to the city council for consideration. No policy or action recommended by the board shall be final or effective, until approved by the city council.
   B.   The board may initiate, provide, and recommend to the mayor and city council, from time to time, plans for the acquisition, construction, maintenance, equipping, operation, programming, management, financing, and regulation of any public parks, parkways, playgrounds, play fields, and other recreational programs and facilities owned by the city which would be a benefit to residents. The parks and trails master plan will be used as a guide.
   C.   The board may cooperate with one or more municipalities, school districts, and/or regional organizations for these purposes. Any agreement, understanding or arrangement by the board which would or may have the effect of being legally binding upon the city must first be approved by the city council.
   D.   The board shall have no jurisdiction or authority to enter into any contract or to incur any obligation or expense which is binding upon the city.
   E.   On an annual basis the board shall evaluate the effectiveness of the various recreation directors (see below) and provide the mayor and city council with recommendations. Recommendations shall be for the mayor and city council to consider replacement of individuals or to extend their assignments for another year. In the case of a recommendation for replacement, the board shall provide one or more names of replacement candidates for consideration. Board members shall not directly or indirectly make promises of employment to potential recreation directors. Recreation directors are currently authorized for the following programs:
   Baseball
   Rodeo grounds
   Soccer
   Softball
