2-4-5: APPLICATION FOR PERMIT:
   A.   Application To City Recorder: Applications for a permit from the board of health shall be made in writing to the city recorder.
   B.   Referral And Recommendation: The application shall be referred by the city recorder to the board of health for review and recommendation. The board of health shall then forward the application with its recommendation to the mayor for approval or disapproval by the governing body. (1991 Code § 2.40.040)
