2-1-3: ORGANIZATION:
   A.   Chairperson; Rules And Regulations:
      1.   The mayor, with the advice and consent of the city council, shall, on or before the second Thursday in February of each year, appoint one of the commissioners to serve as chairperson.
      2.   The commissioners may adopt rules and regulations for the transaction of business and conducting meetings of the commission.
      3.   The commission shall select from the commission an acting chairperson to serve in the absence of the chairperson.
   B.   Public Records; Reports: Reports of official acts and recommendations of the planning commission shall be public and a report shall be made to the governing body by any member of the planning commission, the city council member over the planning commission, the mayor or the city manager. The city manager shall be responsible for the taking and keeping of the minutes of the proceedings of all meetings, and preserving said minutes. (1991 Code § 2.32.030, as amended)
   C.   Meetings: The planning commission shall meet on the second and fourth Wednesday of each month at six o'clock (6:00) P.M. and at such other times as the planning commission may determine. (Ord. 2004-05, 6-16-2004)
   D.   Quorum: Three (3) members of the planning commission shall constitute a quorum.
   E.   Alternate Member: The alternate commissioner will attend all meetings and participate equally with all other members of the commission, except in voting. The alternate commissioner will vote only whenever there are less than five (5) regular commissioners in attendance. (1991 Code § 2.32.030, as amended)
   F.   Fees: All fees associated with functions of the planning commission shall be set by resolution or ordinance of the city council. (1991 Code § 2.32.030, as amended; amd. 2009 Code)
