The city does not generally anticipate extending roads, water or sewer lines to newly annexed areas, this being the duty of the developer or annexor, though other considerations of annexation may alter this policy. It is contemplated that police, garbage removal and snow removal services would be immediately available in any newly annexed area. The city does not own and operate other public utilities such as electric utility, and does not anticipate doing so in the near future. (1991 Code § 2.52.050, as amended)
