The city seeks reasonable, controlled and well planned growth consistent with the city general plan, sewer lagoon study of February 2001, and the water master plan of March 2002. In addition, the city seeks growth in those areas where topography and proximity to already developed areas of the city facilitate efficient use of city services. The city does not favor growth exclusive for subdivisions and does not favor growth which results in cul-de-sacs. The city seeks a smooth and efficient flow of traffic and seeks to adhere to a master road plan contained in the general plan. (1991 Code § 2.52.040, as amended)
