1-12-3: SPECIFIC CRITERIA:
The city is a low density residential community desiring to maintain and continue a rural atmosphere and environment and agricultural pursuits. At the same time, the city recognizes the need to foster a limited business base in the community to provide needed services and additional tax resources. It is contemplated that manufacturing and business development will be encouraged in those areas determined by the general plan. The city seeks to concentrate urban growth in marginal agricultural property and not in prime agricultural property. The city further recognizes the need to foster, in limited ares, more intensive urban development to facilitate low cost housing and to help maintain a broad based and well integrated community. The city favors maintenance of agricultural uses and pursuits and open spaces, and regards its community identity and separation an important aspect of future growth and planning.
