9-2-6: CAPITAL FACILITIES PLANS; REASONABLE PLANS:
The city has prepared capital improvement plans or other reasonable plans for water (based on an existing master plan for water), public safety, a master plan for parks and trails, and a capital facilities plan for sewer. The plans have been prepared based on reasonable growth assumptions for the city, general demand characteristics of future users of each system, and engineering principles. Furthermore, the plans identify the impact on system improvements created by development activity and estimate the proportionate share of the costs of impacts on system improvements that are reasonably related to new development activity.
