The stormwater department is established as an enterprise fund and shall function independent of departments included in the general fund. The SWD shall have the same relationship to the city as other city utilities. All SWD service charges and appurtenant revenues shall be deposited in the SWD enterprise fund; however, the SWD may pay other city funds for services and expenses directly attributable to the SWD.
