All applications for projects or appeals to be heard by the Design Review Committee, Board of Adjustment, the Planning Commission, or the City Council shall be processed with the uniform procedures of this chapter. This chapter is not applicable to application for amendments or modifications to the General Plan, Land Use Regulations, or Zoning Map as set forth in Chapters 10-51 and 10-52.
