§ 117.06 REQUIREMENTS FOR TAXICAB OWNER/OPERATOR LICENSE.
   An applicant for the initial issuance or renewal of a taxicab owner/operator license shall meet all of the following requirements:
   (A)   The applicant must be an American citizen and must be able to speak and read the English language;
   (B)   The applicant must be able to provide the taxicab service required by § 117.18, and must obtain the liability insurance required by § 117.11;
   (C)   The applicant must possess a working knowledge of the traffic laws of the village and state;
   (D)   The applicant must be of good character;
   (E)   The applicant shall not have been convicted of any offense constituting a felony;
   (F)   The applicant shall not have been convicted of any offense involving the use, possession, or sale of a controlled substance;
   (G)   The applicant shall not be involved in a pending court action for any criminal offense;
   (H)   The applicant, within two years prior to filing the application for a license, shall not have been convicted of or forfeited bond for two or more moving traffic offenses;
   (I)   The applicant, within three years prior to filing the application for a license, shall not have been convicted of a criminal offense involving public disorder, violence, theft, public indecency, or moral turpitude;
   (J)   The applicant, if a corporation, must be one which is authorized to engage in the business of operating taxicabs under its Articles of Incorporation and the laws of the state; and
   (K)   Statements concerning all of the hereinabove qualifications must be supported by the affidavits of two reputable citizens of the village.
