Any truck used in the collection of garbage and/or refuse shall be so constructed and operated that its contents do not spill or scatter over any public or private property, and shall visibly display the name of the licensed hauler on the truck. Any person hauling any garbage and/or refuse in any open vehicle, such as a truck or trailer, shall provide that the load thereof be covered with an adequate tarpaulin or canvas so as to prevent any spillage or scattering of its contents.
