(A) There is hereby imposed a permit fee on all bulk materials transported or shipped within, to, and from the village.
(B) In the case of bulk materials, the fee shall be in the amount of $0.20 per ton transported. The fee shall be paid monthly to the Fiscal Officer based upon the municipal corporation limits according to the shipping manifests or other transportation records and such other methods of determining tonnage as may be agreed upon by the village and the transporter/shipper. Such permit fee shall be paid by the twenty-fifth day of each month following the calendar month for which the report is filed.
