For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
BULK MATERIALS.
(1) Any material that is ordered, stored, issued, and sold by weight, that includes, but is not limited to, material transported and unpackaged in large.
(2) All definitions of BULK MATERIALS shall be the same, but not limited to, the definitions contained in the Ohio Revised Code.
FACILITY. Any site, location, tract of land, installation, or building used for transportation and/or shipping of bulk materials.
MANIFEST. The form used for identifying the quantity, weight, composition, origin, routing, and destination of bulk materials during the transportation from the point of shipping to the point of destination.
