No person, firm, association, club, society, or corporation shall operate, conduct, or maintain a public place where pinball machines, coin-operated pool tables, or other coin-operated amusement devices, excepting jukeboxes or coin-operated music devices, are permitted to be placed, unless the person, firm, association, club, society, or corporation has first obtained a license from the Fiscal Officer. The license shall be issued subject to the rules and regulations set forth in this chapter, but no license shall be granted to any person under the age of 18 years.
