Upon granting of a permit for the construction of said improvement, said permittee shall proceed immediately with the improvement contemplated by the resolution of the Village Council referred to in § 96.46; and shall complete the same without unnecessary delay. The Village Administrator shall supervise the construction or repair and shall see that said work has been faithfully performed according to plans and specifications before final approval.
