The rules and regulations which shall hereafter govern the use and operation of Springhill Cemetery are hereby established as follows.
(A) No artificial flowers shall be permitted between the dates of March 1 and November 1 of each year.
(B) All winter decorations shall be off the graves by March 1 of each year and no decorations of any kind will be permitted between the dates of March 1 and March 15 of each year.
(C) All flowers must be in pots and shall be removed within five days after a holiday.
(D) All vases will be filled and painted by May 30 of each year or they will be removed from the lot.
(E) No planting or digging of any kind will be permitted on the graves.
(F) No sticks, stones, chains, fences, or any other obstacles will be allowed on the graves.
(G) No glass containers will be permitted at any time.
(H) Bicycles and motorcycles are prohibited within the cemetery grounds.
(I) Speed of motor vehicles within the cemetery grounds shall be limited to ten mph.
(J) No dogs shall be permitted in the cemetery except on a leash and same shall be kept on the leash at all times while they are in the cemetery.
(K) Gates to the cemetery will be closed and locked at dusk each day. Anyone found in the cemetery after that time will be subject to prosecution for trespass.
(L) Trees and shrubs must be trimmed and kept within the boundary lines of the lots on which they are planted.
(M) All foundation work will be done by the Cemetery Department only. No exceptions will be granted at any time.
(N) There will be a holiday fee of $200 on the following holidays: New Year’s Day, Martin Luther King Day, Good Friday, Memorial Day, Independence Day, Labor Day, Veterans Day, Thanksgiving Day, Day after Thanksgiving, and Christmas Day.
(O) The price to be charged for burial lots in Springhill Cemetery is established at $600 per grave with the purchase of four or more graves.
(P) The opening and closing fees for graves shall be as follows:
(1) Full graves.
(a) For burials Monday through Friday: $700;
(b) For burials on Saturday: $850; and
(c) For burials on Sunday: $850.
(2) Infants (not buried in Babyland). Vault and/or casket combinations shall not exceed 36 inches in length.
(a) For burials Monday through Friday: $150;
(b) For burials on Saturday: $300; and
(c) For burials on Sunday: $300.
(3) Cremations.
(a) For burials Monday through Friday: $350;
(b) For burials on Saturday: $400; and
(c) For burials on Sunday: $400.
(4) For burial in Babyland.
(a) For burials Monday through Friday: $100;
(b) For burials on Saturday: $250; and
(c) For burials on Sunday: $250.
(Q) (1) The fee for the burial of pets and companion animals within a 15 square foot lot in the pet section of the Spring Hill Cemetery shall be $400, inclusive of opening and closing. Such remains shall be placed in a vault or sealed crush-proof box approved by the cemetery.
(2) The fee for internment of human remains in the niche section of the cemetery shall be $1,000, inclusive of engraving, opening, and closing. The fee for a second opening and closing of a previously purchased niche shall be $350 and a second engraving of the same shall be $300. The purchaser of a niche space shall approve, in writing, the engraving before a door is engraved.
(3) Additional fees of $150 shall be charged for Saturday or Sunday pet and niche internments. Other fees, including holiday rates, internments made after 2:00 p.m., use of the chapel, deed transfers, foundations, and florist deliveries shall apply to pet and niche internments.
(R) Cremations shall be placed in a vault or sealed crush-proof container. Any cremations that are disinterred after January 1, 2007 shall be placed in a vault before re-interment. The village may purchase urn vaults and keep on site and sold for $175.
(S) (1) The Newlin Chapel may be used for viewing of a body or cremains for a period of time not to exceed two hours. The viewing must take place between the hours of 8:00 a.m. and 2:00 p.m., with no viewing past 2:00 p.m. There shall be a fee of $150 per hour for the use of the chapel for a viewing. A licensed funeral director must be present during the entire viewing period at the family’s expense.
(2) Use of the chapel for committal services only will be $75 for the first half-hour, after the first half-hour, there will be a fee of $150 per hour.
(T) Graveside tent services for committal service shall be allowed at a cost of $150 with all liabilities the responsibility of the family.
(U) Cost of transfer of deed to cemetery lots is established at $25 per deed.
(V) (1) A fee of $100 shall be charged by the cemetery to the purchaser of each lot for the layout and location of the same.
(2) Persons or entities contracted to construct and pour concrete foundations for cemetery markers shall be required to provide the cemetery, upon request, proof of liability insurance of up to $100,000 per claim.
(W) Only grass level markers will be permitted to be installed in Sections 13A and 20 of the cemetery.
(X) There will be a $25 fee charged to a florist and anyone else who delivers arrangements to the cemetery that are placed on graves by village employees. This fee will be charged per arrangement.
(Y) There will be a late fee of $150 for burials after 3:00 p.m.
