It shall be unlawful for any person, the owner, or other person in charge of any dog to allow such dog to defecate upon any property, either pubic or private, not owned, rented, or leased by such person unless such fecal material is immediately thereafter retrieved and properly disposed of in a way that does not in any way burden property not that of the dog owner or person in charge of said dog.
