(A) As used in this section, HARBORING shall mean any person who shall allow an animal of the dog kind habitually to remain and be lodged and fed within his or her house or enclosure.
(B) (1) All owners or harborers of dogs within the village shall cause the same to be inoculated by a reputable veterinarian to prevent the communication of the rabies disease.
(2) Within 12 months of such inoculation and within each succeeding 12 months thereafter, all owners or harborers of dogs in the village shall cause them again to be inoculated to prevent the communication of the rabies disease.
(C) No person shall cause or allow any place where dogs are kept to become unclean or unwholesome.
(D) Every dog three months of age or older shall be licensed as provided for by state law.
(E) Every dog on the village sidewalks or streets must be confined by a standard size leash, and be under control, and the dog shall be tied up so as not to permit it to stand or roam on any village sidewalk or street.
(F) No owner of a dog, except a dog constantly confined to a registered kennel, shall fail to require the dog to wear, at all times, a valid tag issued in connection with a certificate of registration. A dog’s failure at any time to wear a valid tag shall be prima-facie evidence of lack of registration and shall subject any dog found not wearing such tag to seizure, impounding, sale, or destruction.
(G) No person shall own, keep, or harbor a dog wearing a fictitious, altered, or invalid registration tag or a registration tag not issued by the County Auditor in connection with the registration of such animal.
(H) Whoever violates this section shall be deemed guilty of a minor misdemeanor. Each day’s violation constitutes a separate offense.
