(A) Enforcement of one-side parking restrictions shall be suspended on any street within one village block in each direction from any church building functioning as a church within the village during any meeting or gathering of the members or guests of that church at said church building.
(B) This section shall not be interpreted so as to permit the blocking of any street and thereby preventing the normal flow of traffic nor to permit parking so as to prevent reasonably access of residents to their garages or driveways on said streets.
