§ 77.13 BICYCLE LICENSE REQUIRED.
   (A)   No person shall operate or use a bicycle propelled by muscular power on any of the streets, alleys, or public highways of the village without first obtaining a license therefore as hereinafter provided.
   (B)   The Mayor is hereby authorized and directed to issue, upon written application, bicycle licenses. Such license shall be issued on June 1 of each year, and shall be valid until May 31 in the next following year only. Said license shall entitle the licensee thereunder to operate the bicycle for which the same is issued on all streets and public highways within the village.
   (C)   The Mayor shall provide metallic tags each year having the register number stamped thereon in numerical order, commencing with Number 1, and indicate the year which the same is issued. Such tags shall have stamped thereon the words “WELLSVILLE,” and “BICYCLE” and shall be suitable for attachment upon the frame of each bicycle. Said tag shall be attached to and sealed by means of a metallic seal upon the frame of each bicycle and shall remain at all times so attached during the existence and validity of such license. The Mayor shall also keep a record of the date of the issuance of such license, the name, address, and names of parents in each case of a minor applicant, to whom the same is issued, who shall be the owner thereof, and also shall make and keep a record of the make and the manufacturer’s number on each bicycle registered and shall issue an exact copy of said registration record to each applicant.
   (D)   The annual license fee to be paid for each bicycle licensed hereunder shall be $0.25 and shall be paid in advance. Said license may be transferred whenever the ownership of said bicycle is transferred to any other bicycle purchased and operated by the licensee hereunder, but shall not be transferred to any person other than the original licensee.
