(A) Any employee or official of the village, who is entitled to participate in the village group hospitalization insurance plan, and who waives his or her right to do so, in writing, shall thereafter receive a cash payment in the sum of $400 per month in lieu of such insurance coverage.
(B) Such payments shall be included with the first payroll in the month next following each full month in which no insurance coverage is provided, less appropriate deductions.
