§ 30.03 PREFERENCE FOR LOCAL CONTRACTORS FOR VILLAGE CONTRACTS.
   (A)   The village hereby establishes a preference for local contracts who bid on village contracts. Such preference shall apply under the following terms and circumstances:
      (1)   The project or purchase is to be funded entirely by local monies, and not, in whole or in part, by state and/or federal monies; and
      (2)   The dollar amount of the bid submitted does not exceed the lowest dollar bid submitted by more than 5%.
   (B)   The local preference established herein, where applicable, shall be utilized by the village when awarding a contract, and shall be clearly stated in all legal advertisements or notices for bids, bid specifications, and any bidding instructions.
