A written notice of intention to make a connection with the village sanitary sewer system shall be filed at the office of the Village Administrator at least three days, exclusive of weekends and holidays, before such connection is to be made. Every such connection shall be left uncovered until it has been inspected and approved by the inspecting official designated by the Administrator.
