(A) To ensure orderly, efficient handling of projects, the subdivider must submit to the village a preliminary plat showing all the essential features of the proposed subdivision. If the preliminary plat indicates that the subdivision will conform to the standards set forth by the village, a conditional approval shall be granted.
(B) After obtaining conditional approval, the subdivider may proceed with the subdivision of the land in accordance with the preliminary plat and record his or her plat under the applicable provisions of the Ohio Revised Code. He or she may stake the lots and either make the required improvements or post a bond or certified check with the village, sufficient to guarantee completion of the stipulated improvements. He or she may then prepare the final plat for submission to the village for final approval and acceptance.
(C) After each submission of the final plat, the village shall have 90 days in which to accept or reject the plat. If the plat is rejected by the village, the village shall inform the subdivider the reasons therefor in writing and shall afford him or her reasonable opportunity for a hearing. If the village takes no action in the 90-day period, the plat shall be considered as accepted, and no further action is required of the subdivider.
