(A) The Village Council shall appoint an Appeals Board consisting of one member who is a member of the Village Council; one member from the village business community; and one member who is a resident of the village. The members shall serve four-year terms, beginning May 1, 2006, except that the initial terms of the member from Village Council and the member from the business community shall be two years, after which time they shall be reappointed or replaced by the Council of the village. Each member shall serve until his or her successor is appointed.
(B) A chairperson shall be elected by the members of the Appeals Board. Meetings of the Appeals Board shall be held as needed and shall be held at the call of the chairperson, or in his or her absence, the acting chairperson. All meetings of the Appeals Board shall be open to the public, except that the Board may deliberate in executive sessions as part of quasi-judicial hearings in accordance with law. The Appeals Board shall keep minutes of its proceedings showing the vote of each member upon each question and shall keep records of all official actions. Records of the Appeals Board shall be kept and filed in the office of the Fiscal Officer.
