If the owner, occupant, mortgagee, or lessor fails to comply with the order of the Fire Chief within a reasonable period of time, the Fire Chief may cause the structure to be vacated, repaired, or demolished, by seeking a court order in a court of competent jurisdiction for such vacation, repair, or demolishment where the facts indicate the structure endangers the health, safety, or welfare of the people and shall cause any costs associated with the same to be charged against the real property upon which the structure existed as a municipal lien, or to be recovered in a suit at law against the owner.
