Notwithstanding the provisions of this subchapter, it shall not be unlawful for any persons to purchase building materials and place and store them on any yard area, when such materials are to be used by the purchaser or owner in later construction on the same premises; provided such materials shall not remain on such premises for a period of time in excess of 30 days, unless the construction or erection planned for the use of such materials has commenced; and provided further that such materials are used or consumed in the construction or removed from the premises within a period of time of four months from the time the materials are first placed on the yard area. Said four-month period may be extended as a result of extenuating circumstances if approved by the Property Inspector or Mayor.
