§ 38.04 MINORITY/WOMEN BUSINESS PLAN.
   The following actions are hereby established in an effort to take affirmative action for minority/women entrepreneurship for the state’s Small Cities Block Grant Program:
   (A)   The city shall establish a goal, as set by the state, to award grants to minority business. According to the 1990 census of population, less than 1% of the population of the county are minorities;
   (B)   The minority and women owned businesses operating in the city and surrounding area will be identified by local officials and listed for easy reference when soliciting bids for services, materials or supplies. The list will be reviewed and updated on an as-needed basis to reflect the current status of minority and women owned businesses in the city, county and adjacent counties. Known local and applicable minority and women owned businesses will be solicited for bid work, as appropriate to their line of services offered, under the city’s CDBG Program;
   (C)   The minority and women businesses will be informed of opportunities for their participation in providing services, materials and supplies by telephone, written notice or through public advertising in the local newspaper;
   (D)   Minority and women businesses will be considered in alternate, noncompetitive bid procurement. Primary contractors will be encouraged to subcontract work to minority and women businesses when appropriate; and
   (E)   A record keeping system will be established. The records will include contracts which are not bid, or are less than $10,000, which have been awarded to minority and women businesses.
