§ 115.03 LICENSE APPLICATION REQUIREMENTS; RENEWAL.
   (A)   Every applicant for a license shall have reached 18 years of age prior to making application in writing to the Chief of Police, which application shall set forth the name under which the business is to be conducted. It shall include the applicant’s name, address and Social Security number, the location where the business is to be conducted, and the type of articles to be purchased or exchanged. The application must be made by the person who is the owner or manager of the business,
   (B)   At the applicant’s expense, the applicant must present a certified copy of his or her criminal record. This requirement does not apply to businesses that have operated continuously in the city for at least the last five years from the date of application.
   (C)   No license shall be issued to any applicant if the applicant has been convicted of any felony or any crime involving fraud, theft, receiving or possessing stolen property or any violation of the provisions of this chapter or any reasonably comparable provision of state law or municipal ordinance in the ten years immediately preceding the date of the license application. Upon receipt of positive recommendation from the Chief of Police or his or her designee, the Chief of Police or his or her designee shall issue the swap shop/secondhand dealer’s license.
   (D)   There shall be an automatic annual renewal of the license.
