§ 111.02 LICENSE REQUIRED.
   After the effective date of this section, every person, firm, corporation, their officers or agents, who commences to operate a store or other place in the city for the retail sale of agricultural products, goods, wares or merchandise, or who on the street or traveling from place to place about the city, sells, bargains to sell or solicits orders for agricultural products, goods, wares or merchandise by retail, shall apply for a license as set forth in § 111.04, except that the following persons shall not be required to apply for a license:
   (A)   Every person specifically exempted from the definition of peddler or solicitor under § 111.01(1) through (5); and
   (B)   Persons authorized by the County Junior Fair Board to conduct business within the county fairgrounds during special sales events that the Fair Board may permit on the fairgrounds, provided that any peddler or solicitor shall not be permitted to participate in more than two fairground sales events in any given year.
