§ 110.05 CARNIVALS, CIRCUSES AND OTHER PUBLIC EXHIBITIONS PROHIBITED ON CERTAIN PLAYGROUNDS.
   No carnival, circus or other public exhibition shall be permitted the use of the south or west playgrounds of the city; provided, however, that this section shall not apply to athletic contests or recreational activities.
